Does the leotard have to touch the beam?

What is the NCAA rule of the leotard touching the apparatus? I believe this is for beam (and maybe for floor too?) but basically the rule stating that the leotard must touch the apparatus is their way of enforcing choreography or movement during which the gymnast is down on the beam/on the floor.
