Can you put a rear rack on a specialized Diverge?

All Diverge models have multiple rack mount options. Fork-mounted racks: The fork has low-rider mounts and can carry up to 30lbs (13.6kg) of cargo. Rear racks: The rear triangle has traditional rack mounting points and can carry up to 55lbs of cargo. All non-EVO models include a seat collar with rack mount capability.

Do pannier racks fit all bikes?

With the right equipment you can fit panniers to a bike that isn’t designed to take them. Some bikes – tourers, most hybrids, and many gravel bikes, for example – have the threaded frame eyelets required for a rear pannier rack: two high on the seatstays, others down by the dropouts.
