How does quill stem work?
Quill stems are used in conjunction with threaded steer tubes. The stem (A) is inserted into the steerer tube (B) of the fork, and the stem binder bolt (C) draws up a wedge (D) or cone in order to secure the stem tightly inside the steerer tube. Quill stems come in different steerer tube and handlebar sizes.
Should you grease a quill stem?

How deep is a quill stem?
The minimum insertion length was 2.5 to 3.0 inches (about 6.5 to 7.5 cm). There was not a consistant ratio of length to minimum insertion. It is possible that the insertion length increased on newer bikes due to safety/liability concerns.
Does stem angle affect handling?
Stem length is one of a number of factors, along with head tube angle and fork rake, that affects a bike’s handling. Generally speaking, a shorter stem will result in faster handling, while a longer stem will result in slower, more predictable handling.

The stem you have is described as ‘ a quill stem for a 1″ threaded steerer’ which as you say means it is actually 22.2mm (7/8″) dia.
