Get this use the needle nose pliers. And straighten in one end and then the next of the cotter pin. And then take the head of it and pull it right out.

Make sure the prop is able to be removed on salt water applications. Sometimes it does get stuck because the salt builds up inside there and you want to clean that shaft.
Can you over tighten a prop nut?
Hard to believe you would be over-tightening the prop nut as this spec is often around 50 ft lbs. Hand tightened or otherwise too loose may allow the prop to slam back in reverse with great force against the nut and possibly shear the securing cotter pin with potential eventual loss of the prop.

So we can drop the pinion gear down. And slide the drive shaft. Up. You can get a spanner on to that pinion gear.
How do you remove propeller from shaft?
Try a Grab Grasp the propeller firmly by the root of two blades. Give an even pull. If it slides off the taper, sing praises to the deity of your choice. Watch out for the shaft key, which often falls out at this point. Box up the old prop and send it off for reconditioning, then install the new prop.
How do you change the prop on a old Mercury outboard?
All you need to do is:
- Pry back the locking tabs of the lock-nut retainer.
- Remove the propeller using a prop wrench (and a wooden block to keep the prop from spinning).
- Lubricate the prop shaft and reinstall the thrust washer.
- Slide the new prop/hub assembly and the lock-nut retainer onto the prop shaft.
