FIREARM SAFETY CERTIFICATE (FSC) The Firearm Safety Certificate (FSC) is a card that is required to purchase a handgun or long gun (rifle/shotgun) in California with some exceptions which are listed below. This is a self-study exam which must be proctored by a DOJ Certified Instructor.
