Can I start my inboard boat out of water?

Running an outboard motor out of the water is going to deny cooling and overheat the motor quickly. Some motors can use adapters to supply cooling water from a running hose when servicing. Inboard motors usually have a hull mounted intake, so the boat must physically be in the water or it will overheat.
